The Congressional Partnership Program (CPP) is a bipartisan foreign policy and national security program – the first of its kind. It aims to advance bipartisanship on national security and foreign policy issues through off-the-record events, policy seminars, and skills training for Democratic and Republican staff members on Capitol Hill. This unique program focuses on a highly selective, evenly divided cohort of bipartisan congressional staff.
About the CPP:
Since 2009, this premier program has provided professional development and networking to Democratic and Republican staff members on Capitol Hill to equip congressional foreign policy and security advisers to assess global challenges, build common ground, and achieve U.S. national interests.
Since its inception, over 800 participants — including Chiefs of Staff, Legislative Directors, Policy Advisors, and others — have successfully completed the CPP. Past participants have unanimously rated the program as a positive experience. Whether in the Federal Government, on Capitol Hill, or beyond, our alumni continue to be well-positioned to positively impact policy formulation and execution. Because of our work, generations of congressional staff have received first-class educational, professional training, and networking opportunities.

Eligibility Requirements:
Current employment with a member of Congress, committee office, or congressional commission
Relevant portfolio supporting national security and foreign policy issues
Successful participants will join a network of approximately 1,000 PSA Alumni of foreign policy professionals dedicated to analyzing global challenges, fostering consensus, and advancing U.S. national interests. PSA Alumni are also eligible to attend alumni events, which include small and large forum foreign policy discussions held regularly throughout the year.
